Roles and Responsibilities Quality Assurance
Quality Assurance is responsible for reviewing project information to ensure that they are planned and organized for success and to highlight any areas of concern to the PM, the PMA, and the SCIO, if appropriate.
Key QA Activities include:
- Project Workflow Gate Reviews
- Provide fact-based project reviews to determine if projects are "planned and organized for success" prior to workflow gate review and approval by state-level personnel and the SCIO.
- Project Assessments
- Provide fact-based project assessments, based on agency project status reports, for all eligible projects to determine if projects will achieve their "triple constraints" goals and objectives.
- Identify issues and concerns that need to be addressed by the project to ensure success and achievement of project goals.
- Prepare agency documentation for review and approval by the EPMO Director.
- Track agency response to identified issues and concerns.
- Meet with agencies on "yellow" assessments
- Work with agencies to understand and resolve status reporting issues
- Alert PMA if a project needs root cause analysis on a topic of concern.
- Project Closeouts
- Review project closeout reports.
- Ensure that project closeout information is consistent with SCIO approval documentation and project status reporting information.
- Provide the SCIO and EPMO Director with a copy of all approved project closeout reports.
- Update the database of project "COMPLETES" and "CANCELS".
- Assess each closeout review report for "lessons learned", either positive or negative.
- Update lessons learned database.
- Administration
- Work with the IT Portfolio Management team on tool issues relating to status reports
- Develop state-level policies and guidelines to support project status reporting
- Provide monthly management status reports of the above activities
- Provide management information in an accurate and timely manner
- Develop and maintain EPMO metrics on project approvals and status reports
- Develop internal working procedures and guidelines
